Hi,
The area around Miami has one area that is rated above average and that would be Biscayne Bay.
It will be chilly in the 70's, so you'll need at least a 3mil or 5mil wet suit. Just south of Miami is Key Largo there you will find dive operations that will take you out to the shallow off-shore reef system. This is the place to have fun. They will even rent you all the gear you will need.
Enjoy...

Key West.

I enjoyed snorkeling at Bahia Honda State Park, just south of the 7 mile bridge in the Keys. It would be chilly, however and possibly rough currents at the time you're coming.

Water temperature in south Florida in January is 70 - 72 degrees (wear a lycra shell to ward off a chill). A great place to go is John Pennekamp Park in Key Largo, an easy drive from Miami. They have both snorkeling and scuba diving. Everything you need to know at http://www.pennekamppark.com/
